Pennsylvania law sharply limits assumptions about county disclosure. A released person’s photo also does not prove a current status, case outcome, or present custody. Forest County Mugshots After Mezzacappa

The controlling starting point is the Pennsylvania Supreme Court’s April 25, 2025 decision in Mezzacappa v. Northampton County. The court treated mugshots as criminal history record information, often shortened to CHRI. Under the current wording of 18 Pa.C.S. § 9121(b), dissemination to individuals and noncriminal agencies is assigned to the Pennsylvania State Police, while other criminal justice agencies may disseminate such information when needed for a law-enforcement function. This displaces older advice that a county booking photo is routinely available through any Right-to-Know request.

Forest County has an added routing issue. Its website does not identify a county jail or contract holding facility. The Sheriff can identify where a named person was held, but the photo, if one was created, would most likely belong to the actual booking custodian. Even after that agency is identified, disclosure is not promised. Ask whether any applicable process lawfully permits release of the image, and accept a legally grounded denial rather than assuming the county must produce it.

Photo and release are different facts: A booking image records an earlier identification event. It does not establish release, transfer, dismissal, conviction, or current custody.

This private reference is not a consumer reporting agency under the Fair Credit Reporting Act. Mugshot and release-record data cannot be used for credit, employment, insurance, tenant screening, or any other FCRA-covered purpose.

VINELink is designed for custody status and notifications. Its interface can vary, and it should never be promised as a historical photo source. Likewise, a PADOC image concerns the state corrections record. It is not the photograph from a separate Forest County arrest. No Forest County Mugshot App

The reviewed Forest County Sheriff’s Office page contains no inmate roster, booking gallery, recent-release view, mobile inmate app, or routine social stream of release photos. That absence is a county-specific finding. Advice to download a generic sheriff app would send readers to a service Forest County has not published.

PA SAVIN and VINELink are distinct. They provide statewide custody event search and notification coverage for county jails, state prisons, and state parole. They are not the Forest County Sheriff’s photo app and do not create a local booking archive. A VINE status may help identify the reporting custodian, but it cannot make an unavailable booking image public.

Commercial mugshot publishers and broad inmate aggregators may display a photo after an official roster no longer does. They can also preserve stale records, use the wrong facility, merge similar names, or omit later court action. No such site is linked or endorsed here. If one supplies a useful booking number or date, verify that identifier with the custodian or court before relying on it.


Request a Forest County Booking Photo

A records request begins with agency ownership, not with a blanket claim that a mugshot must be public. For a local Forest County case, ask the Sheriff to identify the physical holding facility. If an informal inquiry cannot do that, the county’s open-records process can seek existing records that identify the custodian. Once the booking agency is known, ask whether it holds an image and what lawful access process applies after Mezzacappa.

  1. Collect the person’s full name, date of birth, arrest date, case number or OTN, and booking number if known.
  2. Contact the Sheriff to identify the actual booking and holding agency. Do not guess a neighboring county or treat SCI Forest as the county jail.
  3. If needed, use the Forest County Open Records Office and its official request form to seek existing records naming the physical custodian.
  4. Ask that custodian whether a booking image exists and whether current CHRIA rules permit dissemination through its process.
  5. Keep any written response, legal citation, or referral to the Pennsylvania State Police. Follow the stated review or appeal route where it applies.

The county is not required to create a new image, answer questions as a custom report, or disclose protected material. A narrow request can still identify the records owner even if the photo itself is restricted. The release record should be requested separately because it establishes the custody event, while the booking image usually reflects admission.

Note: A lawful refusal to release a photo does not prove that no booking occurred or that no image exists in a protected record.


State Photos for Forest County Releases

The PADOC inmate and parolee locator is relevant only when the person is state-sentenced or on state parole. An applicable public profile may display an offender image. That image belongs to the state corrections context. A move away from SCI Forest can be a transfer to another SCI, and a parolee Release Date reflects state parole rather than release from an unidentified local holding facility.

The Pennsylvania State Police Megan’s Law registry also shows photos for people covered by its registration rules. It is a specialized registry, not a general index of released people. A result can show current public registry information within that narrow scope. The registry's official FAQ helps define those limits. No result proves little about a booking or release because most offenses do not create a registration duty and public access has statutory bounds.

Match the image to a stable number and current official record where possible. Names, age, and appearance can change. Never infer current freedom from a state profile photograph, and never infer a conviction from an arrest image alone.


Forest County Mugshots and Clean Slate

Expungement, sealing, and limited access affect what official public searches reveal. Under current 18 Pa.C.S. §§ 9122 through 9122.3, qualifying nonconviction and other records may be expunged, while specified eligible misdemeanors can reach limited access after seven years and enumerated eligible felonies after ten years, subject to conditions and exclusions. Older summaries that apply one ten-year period to every category are stale.

The public UJS Case Search does not display expunged, sealed, or Clean Slate limited-access matters. A missing docket therefore cannot prove that the person was never arrested, booked, or released. It can reflect a legal access change, spelling difference, correction, or a record outside the chosen court. The issuing court handles its own record and correction process. PADOC handles state corrections data. The actual booking custodian handles its operational record, subject to governing access law.

An old news image or third-party copy does not override current limited-access status. It may remain indexed after the official trail changes, lack disposition context, or identify a person incorrectly. Do not republish an image merely because an old copy survives. Forest County Mugshots and HB 1585

Pennsylvania House Bill 1585 proposed restrictions related to charging a fee to remove booking photographs. As of the August 1, 2026 research date, it remained pending in Senate Judiciary. It was not enacted law. A page, publisher, or service should not claim that Pennsylvania already has the proposal’s removal-fee protection.

Bill status can change, so the official General Assembly history should be checked again before acting on the proposal. Even if an unofficial publisher removes an image, that act does not alter an official court, PADOC, registry, or custodian record. Likewise, a service that promises deletion cannot guarantee changes to records it does not control. No removal vendor or commercial mugshot site is endorsed.

A correction request should go to the source that owns the incorrect data. A court docket issue belongs with the issuing court. A PADOC profile issue belongs with PADOC. A local booking record first requires identification of the actual custodian through the Sheriff or Open Records Officer. This route respects the difference between removing a copied web image and correcting an official government record.

When the real need is to confirm whether a person left custody, use the Forest County same-day release workflow rather than treating the continued presence or absence of a mugshot as proof.
